In the first part of this series, we introduced the foundations of NeoWorlder’s crowdsourced governance model, showing how decisions in our ecosystem are shaped by active community participation. We covered the preliminary round, where motions are first proposed and selected to move forward.

In this second part, we’ll dive into the final voting stage on NeoWorlder’s governance platform. This is where proposals that have made it through the preliminary round face a broader audience, with a wider range of participants casting their votes. We’ll explain how the final votes are cast, what determines the winning motion, and what makes NeoWorlder’s approach to governance unique.

The Final Voting Stage

While only Prism participants with $MDR in the buy-back pool can vote in the preliminary stage, the final voting stage opens up to a wider group. To participate in the final vote, users must meet certain prerequisites that determine their voting power, with each criterion adding weight to their vote:

  • Commercial Account (+1 point per account): Users need a commercial account, which requires passing KYC (Know Your Customer) verification.
  • Commercial License (+5 points per license): Users with commercial accounts can apply for commercial licenses.
  • Current $MDR License Stake Block with a maximum of 100 weight (+10 points).
  • Grandfathered Status: Some users who were part of NeoWorlder’s previous governance system have been carried over with specific weights:
    • Councillor: +10 points
    • Lower House: +30 points
    • Upper House: +60 points
    • Cabinet: +100 points

Each user’s voting power is the total of these points. If you meet multiple criteria, your points stack up, giving your votes more influence.

During the final stage, eligible voters can cast their votes either in favor of or against a motion. The total voting weight of each participant is calculated by adding up the points from the categories they qualify for. A motion passes if the total score from all votes is positive. If the total score is zero or negative, the motion fails.

To better understand how voting works, let’s look at two participants, John and Katy:

John’s Voting Power:

  • 2 commercial accounts (+2 points)
  • 3 commercial licenses (+15 points)
  • 3 blocks staked for licenses (+30 points)
  • Grandfathered councillor status (+10 points)
  • Total: 57 points

When John votes “yes” on a motion, he contributes 57 points to the yes side. If he votes “no,” he contributes 57 points to the no side.

Katy’s Voting Power:

  • 1 commercial account (+1 point)
  • No commercial licenses (+0 points)
  • 1 block staked for licenses (+10 points)
  • Not a grandfathered member (+0 points)
  • Total: 11 points

When Katy votes “yes,” she adds 11 points to the yes side. If she votes “no,” she adds 11 points to the no side.

Since John’s voting weight is higher, his votes carry more influence than Katy’s. However, the total votes need to be added on each side to determine the final outcome. Note that the maximum voting weight a single user can have is 100. 

Voting Timeline and Motion Implementation

The final voting stage runs from the 15th of the month to the end of the month. Once a motion passes, it takes up to 72 hours to be implemented. The voting cycle (from the motions being proposed up until the final stage of votes) repeats continuously, with a maximum of 12 motions considered each year, allowing platform changes to be made up to 12 times annually.
